ALAMOOSOOK AND TODDY DAM UPDATE

- Authorization for Establishing Watershed Management Districts
As a result of a bipartisan effort of our State representatives, emergency legislation will soon go to the full legislature for final passage. If passed by the legislature, it will go to the Governor in June for her signature.
- The Alamoosook and Toddy Watershed Management Districts
- Will own and manage the dams
- Will be funded by contributions from Town property tax revenues and lakefront property owner fees
- Town participation in the Districts requires approval by the voters in each town in the November election
- Determining the Costs Associated with Ownership
- The 4-Town Dam Committee has hired GEI Consultants, an engineering firm with expertise in dams, to review all the inspection and cost data provided by the current dam owner. Their report is expected in the summer.
- This information will be widely shared to help our communities understand the financial obligations that come with ownership
- This data will be used as a foundation for the first-year funding that voters will be asked to approve in November
- Meetings with Impacted Parties
- A June site visit is being planned that will include representatives of the owner of the dams, the towns, the lake associations, legal counsel, our engineering consultant, and the Maine Department of Environmental Protection (DEP)
- This meeting will focus on defining the specific property associated with each dam
- Outreach
- Save our Ponds, the outreach group established by the Toddy Pond Association (TPA), will provide leadership over the summer to help our communities be well informed ahead of the participation vote in November
- A wide range of efforts, including public meetings in each town and participation in special events, will be implemented
- Volunteerism and Fundraising
- Donations have funded the expenses for this initiative, including legal fees, engineering analysis, public meetings, and outreach materials.
- Save Our Pond’s GoFundMe campaign has already delivered nearly $6000 for this effort
- This effort is far from over, and additional funds will be needed. A general Dam Expense fund has been set up in Orland to help pay for expenses as we move forward. You can mail a check made out to the Town of Orland (NOTE – dam expenses in the memo line).
